Section 121(d)(2)(A) of WIOA requires One Stop operators to be designated or certified through a competitive process. Competition provides the best method of ensuring that Local Workforce Development Boards examine operator effectiveness on a periodic basis.

Description

In addition, regular competition allows Local Boards to make improvements based on their One Stop certification processes, particularly in regard to the role of the operator and other service performance and performance metrics that may shift as one-stop partners and Local Boards update their MOUs.
