The U.S. Department of Labor (DOL) will hold a consultation with stakeholders on May 16, 2017 at 3 p.m. Eastern Time to discuss the changes to the Senior Community Service Employment Program (SCSEP) required by the Older Americans Act Reauthorization Act of 2016 (OAA-2016).

Description

The Older Americans Act Reauthorization Act of 2016 maintains the dual purposes of SCSEP in promoting community service and work-based training activities for unemployed low-income persons who are 55 and older with poor employment prospects, and reinforces alignment and coordination with the Workforce Innovation and Opportunity Act (WIOA) of 2014.

The changes required by OAA-2016 include aligning SCSEP performance core indicators with WIOA, adding a new required performance measure of effectiveness in serving customers, and changing the performance goal timeframe to a two-year period.  The U.S. Department of Labor must implement the changes to the performance measures by December 31, 2017, and expects to do so through an Interim Final Rule, which will change performance reporting requirements after its effective date.
