Description
The Older Americans Act Reauthorization Act of 2016 maintains the dual purposes of SCSEP in promoting community service and work-based training activities for unemployed low-income persons who are 55 and older with poor employment prospects, and reinforces alignment and coordination with the Workforce Innovation and Opportunity Act (WIOA) of 2014.
The changes required by OAA-2016 include aligning SCSEP performance core indicators with WIOA, adding a new required performance measure of effectiveness in serving customers, and changing the performance goal timeframe to a two-year period. The U.S. Department of Labor must implement the changes to the performance measures by December 31, 2017, and expects to do so through an Interim Final Rule, which will change performance reporting requirements after its effective date.
This stakeholder consultation will take place via a Webinar on Workforce GPS and stakeholders will have the opportunity to provide input about the changes through the chat feature. Those who are unable to participate or who may have additional feedback after the Webinar may send feedback directly to LaMia Chapman at SCSEPTransition@dol.gov.
