The purpose of this webinar is to provide National Farmworker Jobs Program (NFJP) grantees with a summary of key changes in Training and Employment Guidance Letter (TEGL) 14-18, Aligning Performance Accountability Reporting, Definitions, and Policies Across Workforce Employment and Training Programs Administered by the U.S. Department of Labor.

The presenters will also review PY17 performance and characteristics data and the methodology for new performance targets taking effect in PY19, and explain new technical assistance (T/A) tools.

This webinar will focus on 3 topics:

  1. PY19 Performance Targets: PY17 performance data will serve as the baseline for establishing national targets in PY19.  Dr. Andrew Wiegand, President Social Policy Research Associates (SPRA), will discuss the PY17 annual data and describe the methodology behind the regression model creating the baseline targets.  New targets for PY19 will be presented during this webinar
  2. DOL released TEGL 14-18  on March 25, 2019.  This TEGL formalizes policy guidance on the Workforce Innovation and Opportunity Act (WIOA) primary indicators of performance across 15 programs, including NFJP.  All career services and training grants started July 1, 2016 and are subject to this guidance
  3. The NFJP Program Office has created two performance reporting technical assistance tools.  These tools summarize information and resources, and provide five different reporting scenarios for individuals receiving services under the WIOA and are available on the Agricultural Connection site on WorkforceGPS
