For the purposes of reporting participants as apprentices in the Workforce Integrated Performance System (WIPS), Scaling Apprenticeship participants must be hired by an employer, and they must have started related instructional apprenticeship training.
Description
This Webinar will explain the timing of reporting these activities for participants, with the goals of helping you avoid common data file errors and ensuring that your participants will show up accurately in your report based on this definition.
More specifically, we will:
- Clarify when your participants are considered as apprentices for reporting purposes—and when they are not;
- Walk through the exact data elements you will record when participants start an apprenticeship (and when you should report them);
- Describe the differences in recording apprenticeship training for underemployed/unemployed/employed participants and incumbent worker participants;
- Explain how the specific data elements for apprenticeship training aggregate in your Quarterly Performance Report (QPR) outcomes;
- Describe how to accurately report progress on your program targets from your Statement of Work (SOW) in your Quarterly Narrative Report (QNR) and explain why reporting on programs is different than reporting on participants in your data file; and
- Preview the upcoming new data element for pre-apprenticeship (coming for the quarter ending June 30, 2020)!
DOL has issued Frequently Asked Questions (FAQs) related to performance in light of the Coronavirus (COVID-19) public health crisis, and will continue to update the FAQs as needed. The Employment & Training Administration (ETA) understands there will be disruptions to services to participants that ultimately may impact performance. As ETA monitors these disruptions, ETA will provide guidance for competitive performance measures accordingly. This webinar will focus on helping you to capture training accurately for your apprentices as you become more familiar with reporting in WIPS. While we know that grantees have many questions related to how the COVID-19 crisis is impacting performance, we will take the opportunity in the webinar to listen to grantee concerns to inform our ongoing technical assistance rather than responding to specific grantee questions during the webinar.
